In a large mixing bowl, combine the flour, yeast, salt, and sugar. Pour in warm water and melted butter. Stir until a shaggy dough forms, about 2-3 minutes.
Kneading
Transfer the dough to a floured surface. Knead for about 5 minutes until smooth and elastic. Place in a greased bowl, cover, and let rise in a warm area for about 1 hour.
Roll Shaping
After rising, punch down the dough and divide into 12 equal pieces. Flatten each piece and place mozzarella cheese in the center. Fold and seal tightly.
Second Rise
Place rolls seam-side down in a greased baking dish, cover with a cloth, and let rise for another 30 minutes.
Garlic Butter Preparation
Melt 3 tablespoons of butter in a small saucepan over low heat. Stir in minced garlic and chopped parsley, cooking until fragrant, about 2-3 minutes.
Baking
Preheat oven to 375°F (190°C). Bake the rolls for 15-20 minutes until golden brown.
Topping
Brush the baked rolls with garlic butter mixture immediately after removing from the oven. Serve warm.
