Combine water, mango nectar, granulated sugar, dragonfruit powder, and citric acid in a medium saucepan. Heat over low heat, whisking for about 3 minutes until dissolved.
In a small jar, mix oat milk, strawberry syrup, and soy milk. Froth for 20-30 seconds until fluffy.
In a shaker with ice, combine mango dragonfruit refresher base and coconut milk. Add freeze-dried dragonfruit and shake for 15 seconds.
Strain into a tall glass filled with ice, top with strawberry cold foam, and add sprinkles if desired.
