Chill the glasses by adding ¼ cup of whipped cream and 1 tablespoon of chocolate syrup to the bottom of two tall glasses. Store in the fridge while preparing the drink.
Blend the base ingredients in a high-speed blender: 1 cup of cold brew coffee, ½ cup of whole milk, ⅓ cup of chocolate chips, 2 tablespoons of chocolate syrup, most of the chopped Oreo cookies, and 1 teaspoon of vanilla extract until well mixed but with some chunky chocolate chips.
