Cut the white fish fillets into bite-sized pieces and set aside.
Heat the vegetable oil over medium heat. Add onion, garlic, and ginger, and sauté for 3-4 minutes until translucent.
Pour in the vegetable or fish broth, bringing it to a gentle simmer for about 5 minutes.
Stir in the coconut milk and let the mixture return to a simmer.
Add cherry tomatoes and bell pepper, cooking for another 5 minutes until softened.
Stir in fish sauce, lime juice and zest, and season with salt and pepper to taste.
Add the prepared fish pieces and cook for 5-7 minutes until opaque.
Taste and adjust seasoning if needed before serving.
Ladle the soup into bowls, garnish with cilantro and lime wedges, and enjoy!
