Add minced garlic, paprika, cumin, and chili powder; cook for 1–2 minutes.
Stir in the rinsed rice, ensuring each grain is coated with the mixture.
Pour in chicken broth, bring to a boil, then reduce heat to low and cover. Simmer for about 15 minutes.
Fold in the rinsed black beans and let rest covered for 5 minutes.
Season with salt and pepper to taste, stir, and serve warm, garnished with cilantro if desired.
