In a medium bowl, combine warm milk, sugar, and active dry yeast. Stir gently and let sit for 5-10 minutes until frothy.
In a large mixing bowl, whisk together all-purpose flour and salt. Create a well in the center and pour in the frothy yeast mixture and melted butter. Mix until a dough forms.
Transfer the dough onto a floured surface. Knead for about 10 minutes until smooth and elastic. Form into a ball.
Place the kneaded dough in a greased bowl and cover. Let rise in a warm place for about 1 hour or until doubled in size.
Preheat oven to 350°F (175°C). Punch down the risen dough, divide into 12 pieces, and shape into balls. Arrange on a greased baking sheet.
In a small bowl, mix softened butter, minced garlic, dried parsley, and garlic powder. Brush generously over the tops of each roll.
Cover with a towel and let rise again for about 30 minutes before baking.
